Municipal Services During a Potential Canada Post Strike

What you need to know in the event of a postal strike.

Following a temporary pause in the national Canada Post labour disruption at the end of 2024, negotiations between Canada Post and the Canadian Union of Postal Workers (CUPW) are ongoing. A strike or service interruption remains possible as early as May 22, 2025.

While a resolution may still be reached, the City of Rossland is encouraging residents and businesses to prepare for possible delays in mail delivery that could affect the distribution of important municipal documents, such as property tax bills, water/wastewater bills, invoices, and public notices.

To avoid delays or penalties and ensure uninterrupted access to this information, we recommend exploring alternative delivery and payment options, including electronic billing and online services.

Please note: It remains the responsibility of recipients to ensure that any payments due are made by the specified due dates.

We encourage you to check this page frequently for updates and information about available alternatives during a postal service disruption.

During a postal service disruption, property tax bills will continue to be issued, and the payment due date will remain unchanged. While the strike is in progress, please do not mail your payment.

For added convenience and to ensure uninterrupted access to your property tax information, we recommend signing up for electronic billing (e-billing).

How to sign up for e-billing:

  1. Create an online account to view and manage your property tax and utility information all in one place.
  2. To set up and access your property tax account online, you will need:
    • Your Roll Number
    • The Access Code/PIN from a recent property tax bill
  3. Visit Rossland Online Services
  4. Select the “Not Registered – Sign Up” button

Other Payment Options:

  • Online through your financial institution, by telephone or in person at the branch
  • Pre-authorized Payment Plan
  • Credit Card payments can be made in person at City Hall, with a Convenience Fee of 2.75%, or made online with a Convenience Fee of 2.50%.
  • In person at the Rossland City Hall located 1920 Third Avenue (Monday to Friday, excluding Statutory Holidays, 9:00a.m. to 4:00 p.m.)
  • Drop box:  The after-hours payment box is located at the Third Avenue entrance of Rossland City Hall

To ensure uninterrupted access to your account information and save the paper billing fee, we recommend signing up for electronic billing (e-billing).

How to sign up for e-billing:

  1. Please contact the Finance Department. In the email body, please enter your 14-digit utility account # (found in the top-left corner of your utility bill) and your street address.

To set up pre-authorized utility bill payments:

  1. Complete this form.
  2. Enclosing either a personal cheque marked VOID, or a Pre-Authorized Payment (PAP) form from your financial institution.
  3. Drop the application off at City Hall or scan and email the application and supporting documents to finance (at) rossland (dot) ca.

To ensure timely processing, please send invoices to finance (at) rossland (dot) ca.

We encourage our suppliers to take advantage of Electronic Funds Transfer (EFT). EFT is a convenient and secure payment method. With EFT, payments are deposited directly into your bank account, eliminating the need for physical cheques.

Benefits of EFT:

  • Direct deposit of funds into your account.
  • Detailed remittance advice sent to your email prior to each deposit.

Customers who prefer to continue receiving cheque payments will be notified when your cheque is ready for pick-up at Rossland City Hall located 1920 Third Avenue (Monday to Friday, excluding Statutory Holidays, 9:00a.m. to 4:00 p.m.)

Accounts receivable invoices will be emailed where possible. If you are expecting an invoice for municipal services, please contact Accounts Receivable at finance (at) rossland (dot) ca.

Parking tickets and bylaw notices can be paid in person at Rossland City hall located at 1920 Third Avenue.

Alternatively, they can be paid online.  Please note that a 2.5% convenience fee applies for online credit card payments.

During a postal service disruption, public notices for planning applications and Council Meetings will not be provided by standard mailing.
