Utilities Master Plan
The City of Rossland, incorporated in 1897, has a notable amount of aged and failing infrastructure that requires assessment, renewal, and asset planning. The City is seeking to develop a Utility Master Plan to accurately develop capital investment plans, set realistic water and sewer rates, identify natural asset opportunities for stormwater management, and determine the path that the City must take for long-term, sustainable utility service for the community. The Draft Utility Masterplan Report was delivered April 7, 2025. The City of Rossland completed its review and provided feedback on May 6, 2025. The finalized report is anticipated June 2025.

Centennial Trail Improvements
In November 2024 council approved an application to the BC Ministry of Transportation Active Transportation Grant for improvements to the Centennial Trail. The proposed Centennial Trail Improvements were first identified in the 2009 Active Transportation Plan and have been further re-iterated in the most recent Active Transportation Plan update in the Official Community Plan. The Centennial Trail is part of the proposed regional South Kootenay Green Link Trail and OCP policies support improvements to the trail that support safety, usability and accessibility. Being that the Centennial Trail is the main active transportation link from downtown Rossland to the Red Mountain Resort area as well as the primary connection to many local recreational trails and usage has been gradually increasing on this trail both recreationally and as an active transportation commuter route between the resort and downtown, it made sense to apply for grant to support upgrades to this trail. Overview of the project. 1.5km of Trail reconstruction from the Highway 3B tunnel, heading north towards the ski hill. Works will improve the trail grade, surfacing and draining. The section adjacent to the Star gulch reservoir will be asphalt paved to further improve the accessibility. Detailed design is underway with the tender scheduled for posting Friday 30th May.

In 2022, the first phase of the Aqueduct Trail Improvements Project which began near Black Jack Ski Club and continued north through to Little Rock FSR was completed. The upgraded trail and its components sought to improve the quality and accessibility of the trail use experience and create a new, flat, wide, smooth, summer recreational trail experience. Furthermore, this project’s scope of work included covering and reinstallation of sections of an exposed/semi-exposed raw water supply pipe and addresses numerous drainage issues along the trail.
