RW064 – Retaining Wall & Associated Utilities Replacement (McLeod/Washington)
This section on McLeod is located at the top of Washington and McLeod.
What’s happening?
The City is undertaking remediation work on Retaining Wall RW064 on McLeod Avenue to address structural deterioration and ensure long-term stability. The project includes replacing the existing wall to maintain the integrity of the roadway, protect city infrastructure and adjacent private properties. In addition to the wall, 68m of watermain will be replaced during the during the process.
Why is this important?
The retaining wall plays a critical role in supporting the roadway, infrastructure, and preventing slope movement. Addressing the deterioration now helps reduce the risk of future failure, protects public safety, and avoids more extensive and costly emergency repairs down the line.
Why do you need to replace the watermain?
Two reasons:
- The current watermain alignment is in conflict with the new walls anchor system.
- The existing AC watermain, and copper service connections, installed in 1961, are nearing the end of their service life and are due for asset renewal.
Is McLeod going to be closed to traffic?
Yes – a section of it will be, as shown in the map, the area will be closed to all traffic and pedestrian access – there will be access allowance for directly impacted homeowners only.
What is the expected timeline for this project?
The contract has been awarded to Copcan Civil LP. Work is anticipated to begin July 6th and is expected to be completed mid September 2026, pending site conditions and weather.
How do I know if the wall near my house is safe?
The City completes routine retaining wall inspections throughout the City, including visual assessment by a structural engineer, and digital scanning to identify subtle settlements. This remediation project is a direct result of this ongoing monitoring program.
How is it being funded?
The project is funded through the City’s 2026 Capital Budget, supported by general municipal taxation for ongoing infrastructure renewal.

The City of Rossland is implementing a temporary traffic pattern change on McLeod Avenue, near the entrance to the Iron Colt subdivision, due to observed movement in the retaining wall that supports the roadway. See map below.

- City staff are actively monitoring the situation and developing detailed plans for permanent repairs.

- These measures will remain in place until permanent repairs are complete.
