The purpose of the Public Hearing is to consider Official Community Plan Amendment Bylaw No. 2644, 2017(1).

 

The Corporate Officer provides information as to how the meeting was publicized and if any correspondence or petitions have been received for the record.

Staff, if requested by the Mayor, will provide a brief description.

Mayor will call for representations from the public in attendance.

The public may ask questions, through the Chair, in order to clarify details of the proposal.

RECOMMENDATIONS FROM STAFF FOR DECISION

 

a)      Janitorial Services – Miners Hall Request for Proposal Review

 

THAT Council awards the City of Rossland Janitorial Services (Miners Hall) Term Contract (2017 to 2018) to Fabsolute Floor Care & Janitorial.

 

b)     New Policy – Bylaw and Policy Enforcement (#01-05)

 

THAT Council approves the City of Rossland Policy #01-05 – Bylaw and Policy Enforcement as presented.

 

c)      Policy Review – Risk Management Public Works Inspection and Maintenance Schedule (#06-06)

 

THAT Council amends Policy #06-06 – Risk Management Public Works Inspection and Maintenance Schedule, as presented.

 

d)     Policy Review – Risk Management Maintenance and Inspection of Roadways and Sidewalks (#06-07)

 

THAT  Council re-confirms Policy #06-07 – Risk Management Maintenance and Inspection of Roadways and Sidewalks, as presented.

 

e)      Streetlight Improvement Project Update

 

THAT Council reviews the approved Streetlight Policy and provides further direction to Staff in order to continue with implementation of the Streetlight Improvement Project.

 

f)       Rossland Summit School Community Sport Programs

 

THAT the evening sport programs at RSS should not be booked or supported by the City’s Recreation Department for the 2017/18 season,

 

AND FURTHER;

 

THAT the City notifies all affected groups to work directly with School District No. 20 to book and pay for their respective gym times.

 

g)      Development Variance Permit Application – 804 Rossland-Cascade Road

 

THAT Council approves the Development Variance Permit application (11‐2017) to vary the Building Bylaw #1978 requirement for sprinklers for the new building to be located at 804 Rossland Cascade Road.

 

h)     Development Variance Permit Application – 1210 Queen Street

 

THAT Council approves the Development Variance Permit application (13‐2017) to build a new home on the property located at 1210 Queen St; with the following variance;

• A reduced front setback from 4 metres to 2.2 metres – a 1.8 metre variance.

 

i)        Development Variance Permit Application – 2302 Third Avenue

 

THAT Council approves the Development Variance Permit application (10‐2017) to change the roof on the existing garage to a trussed roof, and to add a covered entranceway to the side of house on the property located at 2302 Third Ave; with the following variances;

• A variance to the exterior side setback from 3 metres to 0 metres – a 3 metre variance.

• A variance to the rear setback from 2 metres to 0.5 metres.

 

j)        Development Permit Application – 1606 Thompson Avenue

 

THAT the City issues a Development Permit for the proposed duplex on the property legally described as PCL E (BNG A CONSOLIDATION OF LS 1 & 2 SEE CA2529370) BK 5 DL 535 KOOTENAY DISTRICT PL 579; located at 1606 Thompson Ave, subject to the following condition:

(A)   THAT the dimensions and siting of the building to be constructed shall be in substantial accordance with the information shown on the application drawings, dated July 24, 2017 as provided by the applicant and shall comply with Schedule K – Multiple Family Development Permit Guidelines.

 

k)      Temporary Use Permit – Search and Rescue Storage Container

 

THAT Council approves Temporary Use Permit 3010.10/02‐2017 for the property located at 1925 Third Avenue as shown on map attached (legally described as LOT 22 BK 15 DL 535 KOOTENAY DISTRICT PL 616.)

 

l)        Temporary Use Permit – Red Mountain Parking Lot Expansion
